Liz Popwell, FACHE
System Vice President, Corporate and International Strategy, CommonSpirit Health
Liz Popwell is an accomplished health care executive with more than two decades of experience driving transformational change across large, mission-driven health systems. She currently serves as System Vice President Corporate and International Strategy at CommonSpirit Health, one of the largest non-profit health care systems in the United States. In this role, Liz leads the development and execution of enterprise-wide strategy, international partnerships, and growth initiatives across a global footprint.
Liz is known for her expertise in forging high-impact strategic partnerships that transcend borders and business models. She has been instrumental in establishing global capability centers and international joint ventures. She also leads major enterprise strategic planning and implementation efforts that integrate population health, complex care, digital health innovation, and precision medicine with Catholic health values.
She holds advanced credentials in health system strategy and transformation including a fellowship from the American College of Healthcare Executives and a fellowship from the American Leadership Forum. She is frequently invited to speak on topics including global health collaboration, value-based transformation, successful strategy implementation, and inclusive leadership in health care.

Dustin Bilton
System Director, International Mergers, Acquisitions, and Partnerships, CommonSpirit Health
Dustin Bilton joins CommonSpirit Health with extensive experience in global health care business development and strategic partnerships. Most recently, he served as Director of Global Business Partnerships at Mayo Clinic, where he led corporate development initiatives and international collaborations. Prior to that, he held leadership roles in outreach and business development, supporting health care expansion efforts both domestically and globally. Before joining Mayo Clinic, Dustin led lab, imaging, and surgical outreach efforts for a 300+ bed regional hospital in Southern California.
He earned his Bachelor of Science from California State Polytechnic University and his MBA from the University of Southern California. He also earned his credential as a Fellow of the American College of Healthcare Executives (FACHE) in 2018.

Leah San Agustin, MHA, FACHE
System Director, System & International Mergers, Acquisitions, Partnerships, and Destination Care Operations, CommonSpirit Health
Leah San Agustin is a health care leader with 15 years of experience leading international business development, strategic partnerships, and operational growth across one of the nation’s largest faith-based health systems.
Leah currently serves as System Director of System and International Mergers, Acquisitions, and Partnerships at CommonSpirit Health, where she supports international partnership operations and leads destination care services at CommonSpirit Health, which includes international patient operations at centers of excellence such as Baylor St. Luke’s Medical Center and St. Joseph’s Hospital and Medical Center. Prior to her current role, Leah served in leadership roles across administrative operations, strategy, and business development at Dignity Health in the Arizona market (now part of CommonSpirit Health).
Leah holds a Master of Health Administration from The Ohio State University, a Bachelor of Arts from the University of California, San Diego. She is a Fellow of the American College of Healthcare Executives and an active member of the U.S. Cooperative for International Patient Programs.

Roger Maldonado Gallegos
Director, International Business Development
Roger Maldonado Gallegos is the Director of International Business Development at Baylor St. Luke’s Medical Center in Houston, Texas. In this role, Roger is responsible for business development and marketing strategies across Latin America, including Mexico, Honduras, Guatemala, Costa Rica, Peru, and Ecuador. His responsibilities include managing client relationships, building brand awareness, generating patient referrals, and supporting representation offices in Mexico, Peru, and Ecuador to enhance operational efficiency and market expansion.
Originally from Honduras, Roger is a native Spanish speaker. He is an avid traveler who enjoys learning about and experiencing different cultures, and has traveled extensively throughout Latin America, the USA, and Europe. He also enjoys promoting handicraft and folk art produced by various ethnic groups in Latin America.

Aida Trabulce
Ambassador, Mexico
Aida Trabulce is the representative in Mexico for Baylor St. Luke’s Medical Center, a prestigious hospital in Houston, Texas, affiliated with Baylor College of Medicine and the Texas Heart Institute.
With a solid background in international medical services, Aida specializes in the care and management of patients seeking highly specialized treatments outside Mexico. Her experience in logistical coordination, medical procedures, and major expense insurance allows her to guide each patient in a personalized way throughout the process. Her work focuses on facilitating access to excellent medical care for Mexican patients, overcoming cultural, language, and administrative barriers.
In addition, she works closely with leading institutions in areas such as cardiology, oncology, and endocrinology among others. From the first consultation to hospital discharge, she promotes a holistic and comprehensive approach, providing close and humane support at every stage of the international medical journey.

Laura Cruzalegui
Ambassador, Peru, Guatemala, and Bolivia
Laura Cruzalegui serves as International Ambassador for Peru, Guatemala, and Bolivia for Baylor St. Luke’s Medical Center. Peruvian by birth and now based in Lima, she is trilingual and draws on more than 29 years of experience within the institution, along with 12 years in the hospitality industry. She holds a Bachelor of Science in Hospitality Management, with a minor in French, from the University of Houston. Although advancing medical education is central to our mission, our deeper purpose lies in strengthening international partnerships and expanding access to high-quality care, always ensuring that patients and their families remain at the center of everything we do.

Dr. Salman Al Dosari
Ambassador, Saudi Arabia
Dr. Salman Al Dosari is a CommonSpirit Health Ambassador in Saudi Arabia. Currently serving as the CEO of Sajaya Medical Care Services, Dr. Al Dosari has a distinguished track record of enhancing health care services in Riyadh. His leadership has delivered substantial improvements in service quality and operational efficiency, consistently exceeding international standards. Dr. Al Dosari’s strategic vision has been pivotal in expanding health care services to meet the growing needs of Saudi Arabia’s population.
Throughout his professional journey, Dr. Al Dosari has consistently demonstrated a deep commitment to health care excellence. His leadership has been particularly impactful during critical times, such as the COVID-19 pandemic, where he effectively steered health care services to respond to the pressing challenges that arose.
With a Clinical Fellowship in Transfusion Medicine from the University of Ottawa, Dr. Al Dosari brings a wealth of academic and clinical expertise to his roles. He has served as an associate professor at both King Saud University and Prince Sattam bin Abdulaziz University. Currently, he enriches the academic community as a faculty member of the College of Medicine at Al-Faisal University.
